Role of the President:-

As per Article 60, the primary duty of the President is to protect, preserve and defend the constitution and the law of India. The president of India is the executive head of the state of the Republic of India. He or She is not just the head of the country but also the head of the legislature, executive, and judiciary. The President of India is the first citizen of the country and is a symbol of solidarity, unity, and integrity of the nation.

Election of President:-

The office of president was created when the Constitution of India came into force in 1950. There is an indirect election by an electoral college comprising the legislative assemblies of each of India’s states and territories, as well as chambers of the Indian Parliament, which were all chosen by the citizens. Every five years a new President is chosen and He / She can always be eligible to resign or for removal from office at any moment.

Facility:-

The President is paid a monthly salary of 5 Lakhs and also additionally given lifetime access to housing and medical care.

Qualification:-

  • Must be an Indian citizen.
  • The minimum age is 35 years, there is no restriction on the age limit.
  • Must be eligible to be a member of Lok Sabha.
  • Not holding any lucrative position.
  • Not being a member of Parliament or Legislature.
  • The nomination paper will be proposed by 50 electors and supported by another 50 electors.

Vacancy:-

  • If resigned.
  • If death occurs.
  • Impeachment Etc.

Power of the President:-

  • President is the head of the state.
  • He appoints the leader of the majority party in the Lok Sabha as Prime Minister and appoints other ministers on the advice of the Prime Minister.
  • He/ She can recruit or depose the chief justice and other judges of the Supreme Court and High Court, the Chairman and other members of UPSC, the Governor, the Ambassador, the Chief Election Commissioner, and other members.
  • He/ She can nominate 12 members to Rajya Sabha.
  • He / She can nominate 2 Anglo Indian members to Lok Sabha.
  • The Money Bill cannot be raised in the Lok Sabha without the President’s approval. The Money Bill can be raised only in Lok Sabha.

Impeachment:-

  • He can be dismissed for violation of the constitution.
  • Resignation motions can be presented in any chamber of Parliament.
  • A 14-day notice is to be given before raising the proposal.
  • The notice has to be signed by one-fourth (¼) member of the chamber of Parliament.
  • In both houses, the proposal must be approved by the 2/3rd of the total member separately.

 

 রাষ্ট্রপতির  ভূমিকা:-

আর্টিকেল 60 অনুসারে, রাষ্ট্রপতির প্রাথমিক দায়িত্ব ভারতের সংবিধান ও আইন রক্ষা, সংরক্ষণ এবং রক্ষা করা। ভারতের রাষ্ট্রপতি হলেন ভারতীয় প্রজাতন্ত্রের রাজ্যের নির্বাহী প্রধান। তিনি শুধু দেশের প্রধান নন, আইনসভা, নির্বাহী ও বিচার বিভাগেরও প্রধান। ভারতের রাষ্ট্রপতি হলেন দেশের প্রথম নাগরিক এবং তিনি জাতির সংহতি, ঐক্য এবং অখণ্ডতার প্রতীক।

রাষ্ট্রপতি নির্বাচন:-

১৯৫০ সালে ভারতের সংবিধান কার্যকর হওয়ার সময় রাষ্ট্রপতির কার্যালয় তৈরি করা হয়েছিল। ভারতের প্রতিটি রাজ্য এবং অঞ্চলগুলির উভয় আইনসভার পাশাপাশি ভারতীয় সংসদের কক্ষ সমন্বয়ে একটি নির্বাচনী কলেজ দ্বারা একটি পরোক্ষ নির্বাচন হয়, এই সংসদ কক্ষটি আবার নাগরিকদের দ্বারা নির্বাচিত। প্রতি পাঁচ বছরে একজন নতুন রাষ্ট্রপতি নির্বাচন করা হয় এবং তিনি সর্বদা পদত্যাগ করতে পারেন বা যে কোনো মুহূর্তে পদ থেকে অপসারণের যোগ্য হতে পারেন।

সুবিধা:-

রাষ্ট্রপতিকে মাসিক 5 লাখ বেতন দেওয়া হয় এবং এছাড়াও আজীবন আবাসন ও চিকিৎসা পরিষেবা দেওয়া হয়।

যোগ্যতা:-

  • একজন ভারতীয় নাগরিক হতে হবে।
  • সর্বনিম্ন বয়স 35 বছর,বয়সের কোনো ঊর্দ্ধসীমা নেই।
  • লোকসভার সদস্য হওয়ার যোগ্য হতে হবে।
  • কোন লাভজনক পদে অধিষ্ঠিত না থাকা।
  • সংসদ বা আইনসভার সদস্য না থাকা।
  • মনোনয়নপত্র 50 জন নির্বাচক দ্বারা প্রস্তাবিত হবে এবং আরও 50 জন নির্বাচক দ্বারা সমর্থিত হবে৷

শূন্যপদ:-

  • পদত্যাগ করলে।
  • যদি মৃত্যু ঘটে।
  • অভিশংসন ইত্যাদি।

রাষ্ট্রপতির ক্ষমতা:-

  • রাষ্ট্রপতি রাষ্ট্রের প্রধান।
  • তিনি লোকসভায় সংখ্যাগরিষ্ঠ দলের নেতাকে বা নেত্রীকে প্রধানমন্ত্রী হিসেবে নিয়োগ করেন এবং প্রধানমন্ত্রীর পরামর্শে অন্যান্য মন্ত্রীদের নিয়োগ করেন।
  • তিনি প্রধান বিচারপতি এবং সুপ্রিম কোর্ট এবং হাইকোর্টের অন্যান্য বিচারক, ইউপিএসসির চেয়ারম্যান এবং অন্যান্য সদস্য, রাজ্যপাল, রাষ্ট্রদূত, প্রধান নির্বাচন কমিশনার এবং অন্যান্য সদস্যদের নিয়োগ বা পদচ্যুত করতে পারেন।
  • তিনি রাজ্যসভায় 12 জন সদস্য মনোনীত করতে পারেন।
  • তিনি লোকসভায় ২ জন অ্যাংলো ইন্ডিয়ান সদস্য মনোনীত করতে পারেন।
  • রাষ্ট্রপতির অনুমোদন ছাড়া লোকসভায় অর্থ বিল উত্থাপন করা যাবে না। অর্থ বিল শুধুমাত্র লোকসভায় উত্থাপিত হতে পারে।

অভিশংসন:-

  • সংবিধান লঙ্ঘনের জন্য তাকে বরখাস্ত করা যেতে পারে।
  • সংসদের যে কোনো কক্ষে পদত্যাগের প্রস্তাব পেশ করা যেতে পারে।
  • প্রস্তাব উত্থাপন করার আগে 14 দিনের নোটিশ দিতে হবে।
  • নোটিশে সংসদের চেম্বারের এক-চতুর্থাংশ (¼) সদস্যের স্বাক্ষর থাকতে হবে।
  • উভয় কক্ষে প্রস্তাবটি আলাদাভাবে মোট সদস্যের 2/3 জনের দ্বারা অনুমোদিত হতে হবে।
