Role of The Speaker

In our parliamentary system, the office of the Speaker is crucial. The Speaker’s Office has been compared to the whole power of the House itself, although the members of Parliament represent their respective constituencies. He or she serves as a symbol of the strength and dignity of the House that he or she is in charge of. As a result, it is expected that the person holding this highly revered office would be able to represent the House in all of its forms.

Election of Speaker

  • In the Lok Sabha, the lower House of the Indian Parliament, both Presiding Officers – the Speaker and the Deputy Speaker are elected from among its members by a simple majority of members present and voting in the House.

Term of Office

  • Speaker holds Office from the date of his/her election till immediately before the first meeting of the Lok Sabha after the dissolution of the one to which he/she was elected.

The speaker in the Chair 

  • In the Lok Sabha Chamber, the Speaker’s Chair is distinctively placed and, from his/her seat, he/she gets a commanding view of the entire House.

Regulating the Business of the House   

  • The final authority for adopting rules for regulating its procedure rests with each House, but a perusal of the rules of the Indian Parliament would indicate that the Presiding Officers in the two Houses are given vast powers by the rules.

Speaker and the Committees

  • The Speaker serves as the chief administrative officer for the House Committees. He/she or the House appoints all of these Committees. He or she designates the Chairmen of each Parliamentary Committee. He or she is consulted for advice on any formal issues affecting the Committees’ operation. His chairmanship directly oversees committees like the Rules Committee, the Business Advisory Committee, and the General Purposes Committee.

Speaker’s Administrative Role  

  • The Speaker is the head of the Lok Sabha Secretariat which functions under his/her ultimate control and direction. The Speaker’s authority over the Secretariat staff of the House, its precincts and its security arrangements is supreme

  • লোকসভা চেম্বারে, স্পিকারের চেয়ারটি স্বতন্ত্রভাবে স্থাপন করা হয় এবং, তার আসন থেকে, তিনি/তিনি সমগ্র হাউসের একটি কমান্ডিং ভিউ পান।
  • তবে ভারতীয় সংসদের নিয়মগুলি পর্যবেক্ষণ করলে বোঝা যায় যে দুটি কক্ষের প্রিজাইডিং অফিসারদের নিয়ম দ্বারা বিশাল ক্ষমতা দেওয়া হয়েছে।

স্পিকার এবং কমিটি

  • স্পিকার হাউস কমিটিগুলির জন্য প্রধান প্রশাসনিক কর্মকর্তা হিসাবে কাজ করেন। তিনি বা হাউস এই সমস্ত কমিটিকে নিয়োগ করেন। তিনি প্রতিটি সংসদীয় কমিটির চেয়ারম্যান মনোনীত করেন। কমিটির কার্যক্রমকে প্রভাবিত করে এমন কোনো আনুষ্ঠানিক বিষয়ে পরামর্শের জন্য তার সাথে পরামর্শ করা হয়। তার সভাপতিত্ব সরাসরি নিয়ম কমিটি, ব্যবসা উপদেষ্টা কমিটি, এবং সাধারণ উদ্দেশ্য কমিটির মত কমিটি তত্ত্বাবধান করে।

  • স্পিকার হলেন লোকসভা সচিবালয়ের প্রধান যা তার চূড়ান্ত নিয়ন্ত্রণ এবং নির্দেশনায় কাজ করে। হাউসের সচিবালয় কর্মীদের উপর স্পিকারের কর্তৃত্ব, এর আশেপাশের এবং এর নিরাপত্তা ব্যবস্থা সর্বোচ্চ
