In the Union Budget 2026-27, Finance Minister Nirmala Sitharaman launched a flagship initiative called Biopharma SHAKTI. With a massive budget of ₹10,000 crore for the next five years, this scheme is set to change how medicines are made in India.
Immediately after the announcement, shares of major pharma companies like Biocon, Sun Pharma, and Piramal Pharma saw a positive jump as investors cheered the news.
What is “Biopharma SHAKTI”?
The name stands for BioPharma Strategy for Health Advancement through Knowledge, Technology, and Innovation. While India is already the “Pharmacy of the World” for simple, chemical-based generic tablets, the world is moving towards Biologics. These are advanced medicines made from living organisms (like cells or bacteria) used to treat tough diseases like cancer and diabetes.

The Main Goals:
- Make in India: To stop depending on other countries for expensive biological drugs.
- Fight Modern Diseases: India is seeing a rise in “Lifestyle Diseases” (NCDs) like cancer and heart issues. This scheme focuses on the complex medicines needed for these.
- Better Research: Building a world-class system where new medicines can be discovered and tested right here in India.
Key Parts of the Scheme
The government isn’t just giving money; they are building an entire “Ecosystem.”
New Research Institutes: 3 new National Institutes of Pharmaceutical Education and Research (NIPER) will be built.
- 7 existing NIPERs will be upgraded with modern labs.
Massive Clinical Trial Network: The government will create 1,000 accredited clinical trial sites across the country. This helps companies test new drugs faster and more safely.
Faster Approvals: The drug regulator (CDSCO) will be strengthened with a dedicated team of scientists to approve new medicines as quickly as global standards.
