District Level Selection Committee, South 24 Parganas invites 314 candidates for Gram Panchayat & Panchayat Samiti level posts. Last Dt. 27/11/2013

District Level Selection Committee, South 24 Parganas, is recruiting 314 boys and girls to different posts at Gram Panchayat and Panchayat Samiti level under South 24 Parganas district. Posts are – Executive Assistant, Nirman Sahayak, Panchayat Secretary, Panchayat Sahayak, BIO, Education Officer, Accounts Clerk and Clerk-cum-Typist. Eligible and willing Indian Citizen may apply for the vacancies through online system from the official website of South 24Parganas (See below). Employment Notification No. DLSC/ZP/01/13. Qualification norms are as follows —

1. Executive Assistant: 24 Nos. (Gen—12; SC—6; ST—2; OBC—4)
Qualification: Bachelor degree and Diploma in Computer Application from recognized Institute.
Desirable — Post Graduate degree or Diploma in Social Work or Rural Development and or experience in Social work or Rural Development work is desirable. 
Pay Scale: Rs.7100—37600/- and Grade Pay: Rs.3600/- plus other allowances as per norms.

2. Nirman Sahayak: 44 Nos. (Gen—24; SC—10; ST—3; OBC—4)
Qualification: Diploma in Civil Engineering.
Pay Scale: Rs.9000 — Rs.40500/- and Grade Pay: Rs.4400/- plus other allowances as per norms.

3. Gram Panchayat Secretary: 11 Nos. (Gen—5; SC—3; ST—1; OBC—2)
Qualification: Higher Secondary or equivalent.
Desirable—Six month duration computer course is desirable.
Pay Scale: Rs.5400—Rs.25200/- and Grade Pay: Rs.2600/- plus other allowances as per norms.

4. Gram Panchayat Sahayak: 199 Nos. (Gen—104; SC—44; ST—13; OBC—38)
Qualification: Madhyamik pass. Candidates having 50% marks in aggregate in Madhyamik or equivalent examination will be preferred.
Pay Scale: Rs.5400—Rs.25200/- and Grade Pay: Rs.6700/- plus other allowances as per norms.

5. Block Informatics Officer: 3 Nos. (Gen—2; SC—1)
Qualification: Bachelor degree in Computer Application or Bachelor’s Degree (Hons) in Computer Science OR Bachelor’s degree in any stream with ‘A’ level certificate course of DOEACC provided that candidates with qualification of “B” Level or “C” Level certificate course from DOEACC with three years diploma in computer science and Engineering/ Information Technology/ electronics and Tele Communication shall also be considered, or Bachelor in Electronics and Communication Engineering/ Computer Science and Engineering, B.Tech.(IT) and B.Sc.(IT) by Distance Education Programmes from Visva Bharati or any other recognized University or from Indira Gandhi National Open University or B.E. or  B.Tech. in Computer Science and Engineering, or B.Sc. in Computer Science or Master/Bachelor in Computer Application or B.Sc. in General Stream Course and M.Sc.(IT) from a recognized University/Institution.
Pay Scale: Rs.7100—Rs.37600/- and Grade Pay: Rs.3900/- plus other allowances as per norms.

6. Samiti Education Officer (Open Category): 11 Nos. (Gen—5; SC—3; ST—1; OBC—2)
Qualification: Graduate degree with Post Graduate B.Ed. degree or Graduate Degree with three years experience in teaching in any Primary or Secondary School or Graduate Degree with three years experience of working in Govt. sponsored Alternative System of Education or Graduate degree with three years experience in Management of Education.
Pay Scale: Rs.7100—Rs.37600/- and Grade Pay: Rs.3600/- plus other allowances as per norms.

7. Samiti Education Officer (Selection Category): 3 Nos. (Gen—2; SC—1)
Qualification: Sahayika or Sahayak of Sishu Shiksha Kendra, Samprasarika, Samprasarak of Madhyamik Shiksha Kendras, Academic Supervisors of Sishu Shiksha Kendra/ Madhyamik Shiksha Kendra, State Quality Managers, District Quality Managers and Community Mobilizers working under Paschimbanga Rajya Sishu Shiksha Mission are only eligible to apply for this post.
Pay Scale: Rs.7100—Rs.37600/- and Grade Pay: Rs.3600/- plus other allowances as per norms.

8. Accounts Clerk: 15 Nos. (Gen—7; SC—4; ST—1; OBC—3)
Qualification: Madhyamik pass or equivalent.
Desirable — Diploma in computer application from recognized institute is desirable. 
Pay Scale: Rs.5400—25200/- and Grade Pay: Rs.2600/- plus other allowances as per norms..

9. Clerk-cum-Typist: 4 Nos. (Gen—2; SC—1; ST—1)
Qualification: Madhyamik pass or equivalent AND must have typing speed of 30 words per minute in English.
Pay Scale: Rs.5400—25200 and Grade Pay: Rs.2600/- plus other allowances as per norms.

Age Limit (for all posts except Samiti Education Officer- Selection category): Between 18yrs to 40yrs as on 01/01/2013.
For the post of Samiti Education Officer (Selection Category) – the age as on 01/01/2013 shall be 45 years.
Upper age relaxation for SC/ST – 5yrs; OBC- 3yrs; PWD- 10yrs; Ex-Serviceman and Others – As per norms.

Candidates’ Selection: Selection of the candidates will be through Written Examination (85 marks) and Viva voce test (15 marks).  The Written Examination will be through MCQ method and there will be negative marking for Wrong Answer.
The successful candidates in the written examination will be called for appearing in the Viva-Voce test.
The District Level Selection Committee, South 24 Parganas will publish a notification stating the date and time of Written Examination and it will be available in the website http://s24ps.gov.in on 01/01/2014.
